The First Hokage of Konoha, Hashirama Senju was born with the power of Wood Release, and thanks to his incredible mastery of chakra, he was a great user of this art. His Sage Mode boosted his powers further and allowed him to clash evenly with Madara Uchiha in battle. Using its powers, Hashirama tamed several Tailed Beasts and brought peace to the Shinobi World for a while.
Madara was one of the biggest and arguably the greatest antagonist in the Naruto series. In his final clash against Hashirama, he tore off a piece of his flesh and infused his body with it, gaining access to this Kekkei Genkai. One of the Otsutsuki clan members, Momoshiki was a powerful user of chakra, and thanks to his Rinnegan, he could absorb and then use all chakra natures. In the Boruto novel, Momoshiki was able to absorb Wood Release, which gave him access to this power by making it several times stronger.

While that might be true for Hashirama's case, Madara has never fought Rikudou Sennin, and thus there is no way he has ever seen Rikudou's jutsus, which means he has no chance of copying the jutsu.
